Configure manual taxes by region with Tax Zones

You can now create Tax Zones under Payments > Settings > Taxes > Manual Taxes to apply your manual tax rates by country or state. Each zone groups the regions you sell in and up to 10 of your existing tax rates, a rate applies at checkout only when it is attached to both the product and the customer's zone, and automatic taxes still take priority wherever they are available. Tax settings are now organized into dedicated areas for display settings, Automatic Taxes, and Manual Taxes. See Set up manual tax zones by region for the full setup.
